A meeting of the Standard Coordination Group on General Technical Conditions for Electric Bicycles was held in Wuxi

On May 17, 2015, the Standard Coordination group meeting of General Technical Conditions for Electric Bicycles was held in Wuxi. China Cycling Association Chairman Ma Zhongchao presided over the meeting. A total of 15 representatives from various associations and related departments attended the meeting. Tianjin bicycle electric vehicle Industry Association also sent representatives to attend the meeting.

The theme of the meeting is to inform the latest trends of the revision of the national standards of electric bicycles, and to study the next step of the revision work.

Chairman Ma Zhongchao first introduced the detailed communication with Assistant Inspector Wang Minyan on the revision of national standards of electric bicycles on April 22, 2015 when he went to the Department of Consumer Goods of the Ministry of Industry and Information Technology. The document spirit of the National Standards Commission No. 37 "Letter on Printing and Distributing the Workshop Minutes of the Revision of the National Standards for Electric Bicycle General Technical Conditions" and No. 32 document of the Ministry of Industry and Information Technology to report to The State Council "Report on Regulating the Development of Electric Bicycle Industry" was also notified.

The participants generally believed that after nearly four years of joint efforts by the association and the industry, the revision of the electric bicycle standard has fully reflected the aspirations and appeals of the industry. After careful study, the relevant departments of the State have put forward six principles to be followed in the revision of the major technical indicators of the standard, which have been clearly put forward in their reports to The State Council. Therefore, we should accept the opinions of the four national ministries and commissions, and strive for a longer transition period and the implementation of core indicators in stages.

Ma Zhongchao, president of China Cycling Association, made a concluding speech at the meeting of the Coordination group, and summarized the following comments:

1. To adapt to the new political ecological environment, keep consistent with the meeting minutes of the four ministries and commissions and the spirit of The State Council leaders' instructions, and reflect the opinions and requirements of the industry according to law and regulations.

2. We should strive to participate in the revision of light electric motorcycle standards, strive to leave room for the connection between electric bicycles and light electric motorcycle standards, and strive for the maximum interests of the electric bicycle industry.

3, to actively communicate with the relevant government departments, strive for the right of way, access, use, management of light electric motorcycle reasonable policies, so that more consumers can use at low cost.

Attachment: Four national ministries and commissions have reached the following consensus on the revision of national standards for electric bicycle products:

1. It is necessary to revise the standard of general technical conditions for electric bicycles, and the new standard should be issued and implemented as soon as possible;

2, affirming the safety and environmental protection of the electric bicycle status, requires the revision of the standard to safety, environmental protection, people-oriented, favorable implementation, industrial coordination principle, the standard should put safety indicators in the first place, taking into account the interests of all traffic participants. Standard safety indicators to draw closer to foreign standards, and in line with our national conditions, standards involving safety indicators should all be mandatory requirements, avoid the appearance of a fuzzy zone, standards to be conducive to traffic safety supervision and quality, market supervision, standards and portable electric motorcycle standards should be coordinated, to allow space for revision of portable electric motorcycle standards;

3, this version of the standard for comment draft, added safety items, compared with GB17761-1999 version of the standard has progress. The next standard revision part of the important indicators should meet the following requirements: 1) pedal riding power, 2) battery nominal voltage is not greater than 48V, 3) maximum speed is not greater than 25km/h, 4) motor nominal power is not greater than 400W, 5) battery including the mass of the vehicle is not greater than 55kg (including battery), 6) can cancel the requirements of electric assist (note: Electric-assisted motion refers to the mode that the electric motor can help only when the electric bicycle is driven by human stepping on the foot. Currently, such mode is adopted in Japan and the European Union)

The new version of the national standard for electric bicycles is about to be introduced. The association requires the electric bicycle production enterprises to do a good job of product structure adjustment in advance, in order to reduce the impact and impact on enterprises. Enterprises should make arrangements in this respect and make preparations early.
